Robert Higgs is most known for the landmark Crisis And Leviathan, in which he shows how the government grows in times of crisis, and namely in times of war. He is Senior Fellow in Political Economy for the Independent Institute and Editor at Large of the Institute’s quarterly journal The Independent Review. I strongly recommend you read Crisis and Leviathan as well as take a little while to look over his extensive articles and videos listed at the Independent Institute. 
Two particularly interesting articles are Higgs’ reveiw of Tolstoy’s The Kingdom of God Is Within You, later republished by Lewrockwell.com, and a sobering piece titled, “Why We Couldn’t Abolish Slavery Then and Can’t Abolish Government Now”
